The Legal Requirement to Maintain Extinguishers
The Regulatory Reform (Fire Safety) Order 2005 (RRO 2005) requires the responsible person for any non-domestic premises to ensure that firefighting equipment is maintained in “efficient working order and in good repair.” An extinguisher that is overdue for service, has a failed seal, or carries a low pressure reading is not in efficient working order — and the responsible person can be held liable if it fails when needed.
The practical standard for extinguisher maintenance is BS 5306-3, which specifies the inspection, service, and testing schedules that must be followed. While compliance with BS 5306-3 is not itself a statutory obligation, it is the recognised benchmark for demonstrating that maintenance obligations under the RRO 2005 have been met. It will be expected by fire safety inspectors, insurers, and responsible persons’ legal advisers alike.
Monthly Visual Checks: Your On-Site Responsibility
BS 5306-3 draws a clear distinction between routine inspection and formal service. Formal annual servicing must be carried out by a competent person, but basic monthly visual checks are the responsibility of a designated member of staff on site. These checks do not require technical expertise, but they must be carried out consistently and recorded.
Each monthly check should confirm:
- The pressure gauge needle is in the green zone (indicating the extinguisher is charged)
- The safety pin and tamper seal are intact and have not been disturbed
- The body and hose show no signs of damage, corrosion, or denting
- The extinguisher is correctly positioned in its designated location, clearly visible and unobstructed
- The operating instructions label is legible and facing outward
If any check fails, the unit should be removed from service and either repaired or replaced before being reinstated. Records of monthly checks provide valuable evidence of due diligence.
Annual Service: Who Can Carry It Out?
The annual service must be carried out by a competent person with the knowledge, skills, and experience to assess and service the specific type of extinguisher. In practice, this means a trained and accredited engineer — typically one registered with BAFE (British Approvals for Fire Equipment) under the SP101 scheme, which covers the maintenance of portable fire extinguishers.
BAFE registration is not the only route to competence, but it provides a recognised, independently assessed benchmark. When engaging a service provider, always verify their accreditation and ask for a written service record for each extinguisher serviced. The service record should be retained on site as part of the fire safety log.
The annual service covers a thorough internal and external inspection, verification of the charge and pressure, checking the discharge mechanism, and replacing any components that have degraded. For certain extinguisher types, the annual service schedule also incorporates extended service intervals (see below).
Extended Service Intervals by Extinguisher Type
Beyond the annual service, BS 5306-3 requires extended service procedures at defined intervals depending on the extinguisher type. These involve more invasive procedures than the standard annual check.
Water, Foam, and Wet Chemical Extinguishers: 5-Year Extended Service
At the five-year point (and every five years thereafter), water, foam, and wet chemical extinguishers must undergo an extended service. This involves fully discharging the extinguisher, inspecting the internal body for corrosion or damage, cleaning and refurbishing the mechanism, and recharging with fresh agent. The extended service effectively resets the extinguisher to as-new condition internally.
Dry Powder Extinguishers: 5-Year Extended Service
Powder extinguishers follow the same five-year extended service schedule. The powder is discharged and the internal body inspected, with particular attention paid to any signs of moisture ingress, which can cause the powder to cake and render the unit ineffective. Fresh powder is used on recharge.
CO2 Extinguishers: 10-Year Hydraulic Pressure Test
CO2 extinguishers operate at very high pressures — typically 50–60 bar — and are governed by the Pressure Equipment (Safety) Regulations 2016 as well as BS 5306-3. Rather than a five-year discharge and refill, CO2 cylinders must undergo a hydraulic pressure test every 10 years to verify the structural integrity of the cylinder under pressure. This test must be carried out by an approved body and, if passed, the cylinder is restamped with the test date.
How Long Do Fire Extinguishers Last?
Most portable fire extinguishers have an expected service life of 20–25 years when properly maintained in accordance with BS 5306-3. However, the actual lifespan depends on the extinguisher type, the quality of maintenance, and the environment in which it is stored.
- Water, foam, and wet chemical: typically 20–25 years with five-year extended services
- Dry powder: similar lifespan, though earlier replacement may be warranted if moisture ingress is found at extended service
- CO2: the cylinder lifespan is effectively determined by the hydraulic test schedule; if a cylinder fails its 10-year test, it must be replaced, not repaired
Extinguishers can and do last for their full intended lifespan if maintained correctly. However, the older a unit is, the more carefully the cost-benefit of continued servicing versus replacement should be considered.
When Replacement Makes More Sense Than Servicing
There are circumstances where replacing an extinguisher is more practical and cost-effective than continuing to service it:
- The unit is approaching or has exceeded its expected service life (typically 20–25 years)
- It has failed an extended service inspection due to internal corrosion, damage, or defective components
- A CO2 cylinder has failed its hydraulic pressure test
- The cost of parts, agent, and labour for an extended service approaches or exceeds the replacement cost of a new unit
- The extinguisher type is no longer the most appropriate for the current fire risk (e.g. the workplace has changed)
A reputable service engineer will advise honestly on whether repair or replacement is the appropriate course of action. Be cautious of any provider that always recommends replacement without explanation, or always recommends continued servicing regardless of the unit’s condition.
Disposal of Old Extinguishers
Extinguishers cannot simply be discarded in general waste. The agent, cylinder, and valve assembly all require appropriate handling:
- CO2 cylinders are pressurised vessels and must be disposed of by a specialist contractor; they must never be punctured or crushed
- Water, foam, and wet chemical units can often be refurbished and recharged rather than discarded; where disposal is necessary, the agent should be discharged safely and the empty cylinder treated as scrap metal
- Dry powder units can be discharged safely outdoors before disposal of the empty cylinder
